How about trying a 12 volt spark coil out of an old car.  Just forget the 
high voltage side and use the +/- sides of the coil.  Works for me.  Unless he is 
having some kind of insulator leakage under compression is the only thing I 
can think of.  Of course timing/spark gap/springs also come into play.
