[SEL] Kohler Governor Question

A buddy of mine has a Kohler CV12.5T , Spsec 1252, SN2111610134 and the 
governor does not seem to exert a force on the governor spring.  Thanks to 
this great club, I have TP2339.pdf and carefully followed the governor set 
up instructions, But when we advance the throttle control to take the slack 
out of the spring, the speed wants to run away. I wonder if this particular 
engine has a history of a agovernor failure inside the block. Anybody have 
any experience on this.
