[SEL] Unknown engine

Good day all;
   Yesterday, friend Corky and I went down to the Butte, Montana Mining 
museum.  Lots of big iron, some small H&M engines and had a great time.  We 
did come across and fairly good sized "winch engine" that have us stumped.

   2 spark plugs, rocker arms are long and go under the cylinder from the 
cam to the valves.  Possibly air start, and no hopper. Flyball governed and 
has what looks like a fuel pump. Placard says 15 hp.

  The engine barely visible to the left is a fairly good sized Novo 4 
banger.

  The other small vertical is way too kewl and we couldn't get close to it. 
Picture had to be taken thru a viewing window and ran a short line shaft for 
a sauerkraut operation.  Water cooled (tank perhaps) looks ~ 2hp.
