Peter, in the last few years there were four false alarms, people evacuated and nothing happened. It's hard to evacuate 1.5 million people, and the false alrms made it harder to convince them. No one new what to expect after the hurricane, it takes time to put this kind of force into action. If it ever happens again, at least they'll have a better idea of what's needed.
