[SEL] What was this tool used for?

I know what the wrench was for .. At one point of time when i bought new 
vales at the plant i worked at the new vales came with a tool kit . So 
if you ever needed to take off the valve handle you would use the 
special wrench that came with the valve . The problem we had was when 
there was fifty years of saving the wrenches in a drawer which one 
worked ? . Nowadays  the valve nuts are standard .
