[SEL] Economy engine Plug Fouling

Hi List,
I finally go the Economy to start with the crank.  However,  after it runs 
for about 15 minutes, the engine stops as a result of the spark  plug fouling.  
To get it to start again, all that has to be done is clean  the plug.  I have 
tried reducing the fuel mixture but, then the engine  stops.  This engine 
seems to like a rich fuel mixture.  What am  I doing wrong?
