Hi Rick,
 The main reason for the 2 pulleys is that you didn't have to have a clutch 
on every piece of equipment that was driven by the lineshaft, or shut down the 
engine when that piece of equipment wasn't in use.
 All you had to do was slide the belt over to the loose pulley, to stop the 
pump, or what ever else was being powered. The belt would keep moving, but what 
was being powered would stop.
