Sounds like an Engine Indicator recorder, used for working out the Brake Mean Effective Pressure
and thus calculating the horsepower of an engine.

In steam days, they were connected directly to the cylinder through a special cock and the
recorder recorded the pressure diagram on the chart during the working cycle of the engine.  It
could also be used to check on the operating efficiency of the valve gear and assist in making
timing adjustments to get the maximum efficiency out of the engine.

I would imagine the same happens on larger IC engines.
