It was the cow magnet and installer what gave it away :-)

I think this is part of another veterinary tool - there should be a 
serrated rod or rack that goes with it, and a sort of winch handle or 
"come-along"-type jacking device.  I think this is used to deliver 
calves...

I could be completely wrong, of course :-)
