Agree with you Curt we are always better off with a better primer coat.  In 
fact I learned a little here.  I didn't know how much better until now.   
Tom, no you don't have to sandblast to bare metal to fix a mistake or repair 
some damage.  You do have to follow the manufacturer's directions for 
applying additional coats and doing repairs.  They should tell you how to 
apply to product for the best results.   For exapmle:  My I can put multiple 
coats of Delstar if I want to.  The instructions tell me that additional 
coats must be applied almost immediately or I have to wait about two weeks.  
If I follow their instructions, all will work well.  When you buy high 
quality paints like PPG or Dupont don't be afraid to ask lots of questions 
of the folks behind the counter.  They know how your product is to be 
applied and what the best conditions are for application.  If they don't 
know their product backwards & forwards buy your paint elsewhere.
