Clint,

Something about the float/needle causing it sticking.  Take it apart and see 
if you can move things and make it stick.  Could the float be rubbing against 
something, float pin bent, some very small trash on needle seat, tip on the 
float that pushes against bottom of needle bent or a burr causing some slight 
binding?  Just a few ideas to look at.
