Rick, 

 Very nice history of your first engine and assessment of what to look for 
and how to figure out what is wrong/missing.  Loosen bolt question.  Number one 
is patience!  Try to turn each way.  Peck on head with a hammer.  Soak with 
penetrant.  Do each day.  Great way is with heat from torch heating very hot, 
let cool.  Make take several iterations.  Since your engine is painted may not 
want to go this route.  Also do not use on the gas tank for obvious reasons!
