Your best bet is to get the belt driven governor from an ag application, an example would be a Massey 510 combine which gives you the advantage of ready made brackets etc. As to the speed range you are operating in it is hard to say without knowing what application the 350 was originally used in. There is a big difference in 350 engines, an example would be two bolt mains, four bolt mains what cyl. heads,pistons,camshaft, what fuel system what crankshaft what valve springs etc etc. On some applications they will run under full load at 3800 to 4000 RPMs all day long depending on the engine. For the benefit of your pocket book with regards to fuel consumption I would try for the 1800 to 2400 RPM range. The benefit of the old style belt drive jobs is that they are adjustable for a very large operating range.I have used them with settings as low as 1200 to a high 4400. Good luck on your project.
