Harry,
Is an economizer supposed to be present on a 2 or 3 HP IHC vertical? 
Horizontals have them.....
Possibly a weak intake valve spring?
While it may be sealing when checking stationary against compression, it 
is possible that when running there is some valve bounce or slow closing 
action that allows a slight puff of return air back into the manifold.

P.S. Have you tried catalyzed paints and primers so you don't have to 
worry about the effect of fuel on your paint?
