Curt,

I always assumed that the holes were there to make for a certain weight 
flywheel, and it was simpler than making spokes. But, I have no idea.  I guess 
there is some correlation between engine size/rpm/hp/etc., and flywheel 
size/weight.  Your thought on shrinkage is a good possibility too.
