Either I'd have cheap insurance, or my registration costs would skyrocket.

The State governments have had this in place for as long as I can remember.
I have been registering cars since 1965 and have always had to pay third
party insurance.  In the case of our area the insurance is about 60% of the
registration cost.  The guns issue is a relatively recent initiative.
