Always forward any emails like that to: spoof at paypal.com

Same with ebay: spoof at ebay.com

If possible, forward 'verbatim' which means that the email is sent exactly as
you received it with all headers and sender's information intact.

In all cases we have always received a confirmation of receipt email by return,
and a response within 24hours stating that the email was a fraud.

There's a lot of fraud out there, you have to be vigilant.
