Yes, I had the same thing happen to me several days ago.  As I have an 
account with them, I immediately forwarded the email to PayPal (webform at paypal.com) 
asking if the email was legit.  They informed me that it was a hoax and that 
they would take action.  To date, I haven't received any other PayPal 
requesting information emails.
