[SEL] How to sign up to the SEL?

Guys,
What is the latest link/page to sign up to the SEL? The link at the 
bottom of posts?
Some fellows I've recommended the atis.net route are telling me this is 
not working, or at least they never got the mail back message.
There have been a lot of changes to the SEL in the last months and I 
think I recall a new signup page/proceedure.
